Courses in the residential training program are conducted at the Senator Frederick L. Warder Academy of Fire Science in Montour Falls, New York. Following is a list of those programs available at these facilities. Please refer to the left frame for course dates and locations.

OUTREACH

The OFPC Outreach Training Programs consist of courses that are taught:

  • locally, with emergency response personnel trained annually by state fire instructors, municipal training officers, and county fire instructors. Allocating and scheduling fire training activities is conducted by the County Fire Coordinator; and

  • regionally, with emergency response personnel trained annually by full-time OFPC fire protection specialists.

EMERGENCY MEDICAL SERVICE


01-03-0007 Emergency Medical Technician - Basic

This unique 15-day program includes instruction in all skills necessary to provide emergency medical care at a basic life support level with an ambulance service or other specialized emergency medical service (EMS) operations. A clinical experience requirement, to be completed outside of class, is part of the course.

Course Length: 130 hours plus 10 hours clinical experience
Prerequisite(s): Candidates must be at least 18 years of age and have no criminal convictions. Prior to starting clinical time, students must also provide proof of a physical, two MMRs or a Rubella titer within the last year, a Mantoux test for tuberculosis (PPD) within the last three months, a D/T within the last five years, Hepatitis B vaccination or a copy of a waiver of the vaccine, and proof of liability insurance.

01-03-0006 Emergency Medical Technician Refresher

This convenient three-weekend course will help the Emergency Medical Technician (EMT) refresh previously learned material while gaining new knowledge, skills, and abilities necessary to be a competent, productive, and valuable member of the emergency medical services team. Through both a written and practical skills challenge approach, this course will help evaluate the current skill and knowledge of the refreshing EMT student and provide an opportunity for customizing the course to meet the needs of the individual student. It will also provide a mechanism to acknowledge and provide credit for the experience of the EMS student.

This is a two-weekend course designed to provide the EMT with the training in core material curriculum required by the NYS Department of Health Pilot Re-Certification Program.

01-03-0010 Incident Command System for Emergency Medical Service

This course will develop the participant's ability to implement an incident command system at small- or medium-sized incidents and manage the incident for 20 minutes or until the line supervisor arrives on the scene and assumes command.

01-09-0064 Emergency Response to Terrorism: Basic Concepts

This material is tailored for operations level responders that will work in a defensive mode and support decontamination activities. Designed to provide an overview of chemical, biological, radiological, incendiary, and explosive agents or materials that are considered weapons of mass destruction.

01-09-0065 Emergency Response to Terrorism: Tactical Considerations for the Emergency Medical Service

This course is designed for first-on-the-scene responding EMS personnel with the responsibility to render patient care to victims of terrorist incidents. The students will be trained in security considerations, identifying signs of terrorism, anticipating unusual response circumstances, assessing information, and initiating self-protection actions. They will also apply their knowledge about response, provide patient care, identify and preserve evidence, manage site safety, document the event, and debrief personnel.

01-09-0069 Weapons of Mass Destruction Technician Level Refresher

This class is intended as a refresher course for those students who have previously completed Emergency Response to Terrorism: Tactical Considerations for Hazardous Materials (2555). The class reviews WMD agents, personal protective equipment, detection of agents and mitigation techniques. Both classroom and hands on instruction is included in this course.

01-09-0018 Emergency Response to Terrorism: Strategic Considerations for Command Officers

Prepares response personnel who could be the incident commander of an incident involving weapons of mass destruction. Developed by the National Fire Academy for local emergency response personnel, incident commanders will be instructed on the challenges and consequences of management in a Nuclear, Biological, or Chemical (NBC) incident. Course materials provide guidance in the development of strategic goals and tactical objectives, as well as appropriate actions for an NBC incident. Tabletop exercises will be utilized to apply the knowledge, skills, and abilities learned from this training material.

01-09-0020 Emergency Response to Terrorism: Technician

This course prepares responders with an in-depth knowledge for the challenges created should an incident involving nuclear, biological, or chemical agents be confronted. Developed by the U.S. Department of Defense for emergency response personnel, technicians will be trained in response procedures for biological agents such as Anthrax, Botulinum, Venezuelan Equine Encephalitis, Plague, and others. The main focus of the course materials is the proper protective equipment; detection instruments; decontamination; and containment for chemical agents such as choking agents, blood agents, blister agents, and nerve agents.

01-09-0001 Emergency Response to Chemical Weapons of Mass Destruction Agents

Details goals and objectives for handling a terrorist event utilizing Chemical WMD Agents. Reviews detection methods and proper procedures, raises awareness levels of First Responders to the signs and symptoms of common WMD agents, and increases confidence levels of First Responders when dealing with possible WMD events by reviewing policies/procedures and practicing with hands on scenarios.

This awareness level course describes the hazards posed by materials that have a potential for radiological activity in a weapons of mass destruction environment. The participant will be able to describe the types of radiation, identify typical sources for each type of radiation, and will describe the importance of instrumentation. The clues used to identify the presence of materials such as placarding, labels, and containers will also be covered.

Provides information about incidents that may involve chemical, biological, or radiological agents and what actions first responders will take to stabilize the incident. In addition, the powers of the chief elected official under NYS Executive Law Article 2b are also covered.

01-01-0012 Fire Behavior and Arson Awareness

Trains firefighters to understand normal and predicted fire behavior. It enables students to understand the basic concepts of fire chemistry and the normal growth of fires and to develop and apply observational skills that may be critical to a fire investigation. Using standard accepted procedures, students apply techniques fundamental to preserving the fire scene for further cause determination.

Designed for the insurance industry professional, this course combines classroom and hands-on training in advanced origin and cause determination. It includes an overview of National Fire Protection Association (NFPA) 921 and 1033, public investigators as a resource, arson motives, electrically caused fires, investigation of automobile fires, and investigation of building fires. Includes hands-on fire investigation scene work.

This course provides knowledge of basic fire chemistry and observational skills necessary to judge fire behavior. Students learn to determine the cause and origin of fires and methods of documenting the fire scene. Students also learn the concept of incendiarism, the legal aspects of fire investigation, and basic interviewing techniques. The course includes practical field exercises relating to origin and cause determination. It is a combination of outreach courses 03 and 37.

01-01-0017 Fire/Arson Investigation

This extensive hands-on course provides in-depth knowledge and skills necessary to thoroughly investigate fires from fire scene to the courtroom as outlined in NFPA 921. Includes fire dynamics, motives, scene documentation, evidence, case preparation and testimony. Students engage in a hands-on investigation that includes investigating, documenting and collecting evidence from a fire scene, conducting background checks, interviewing witnesses, case preparation, and testifying at a mock trail in front of a judge.

This program continues to build upon the principles and skills established in Electrical Fire Cause Determination I (01-01-0009) by advancing the fire investigator knowledge in the understanding of the specific characteristics of electrical arc failures. Topics covered will include arc tracking, open neutrals, high resistance faults, small electrical appliance failures and the characteristic failures of various types of electrical light fixtures. The course is conducted in a classroom and laboratory setting involving many hands-on demonstrations as well as the practical application in the use of diagnostic meters used by the fire investigator.

01-01-0006 Canine Accelerant Detection Certification

Provides extensive, highly specialized training for the development of a new canine accelerant detection team. A canine partner suitable for accelerant detection work will be screened and selected by OFPC and provided to the student handler. Student canines and their handlers will be trained using the praise and play training methodology. Teams will learn to detect families of ignitable liquids as defined by ASTM standards in addition to learning various search techniques, canine health and behavior, and environmental conditioning. This course is for experienced fire investigators and requires a municipal/government sponsorship.

Provides for testing and re-certification of established canine detection teams for annual state certification. Advanced techniques and field methods are presented with scent recognition and testing conducted by OFPC canine handlers and senior staff using laboratory certified samples and hides.

01-02-0009 Fire Extinguisher Maintenance

Provides technical data on preventative maintenance, recharging, and periodic tests of fire extinguishers. It includes practical work sessions on low-pressure hydrostatic tests on extinguishers, recharging techniques, and inspection and maintenance. 01-11-0076 Multimedia for the Fire Service

This course is designed for fire service personal who want to improve their presentation skills through the use of PowerPoint. Students should be able to use a computer, but need not know how to use PowerPoint to take this course. Topics will include: presenting with PowerPoint; modifying an existing presentation; creating a presentation from scratch; slide design and layout; slide transitions and animation; adding photos, clip-art and charts to slides; and integrating audio and video files. This course will be delivered as a five-day course, the student will create a PowerPoint presentation on the topic of their choice.

The first in a new series addressing command and management in today's fire service. The goal is to give new and prospective officers the skills necessary to effectively manage and lead their companies and departments in the challenges of the rapidly changing fire service. Topics include assuming the role of company officer, introduction to leadership and management, fire service organization, legal issues facing the fire service, communications, health and safety, incident management, emergency response, on scene management and communications, and strategy/tactics for single company operations. This is the third course in a new series addresses command and management in today's fire service and is designed to meet the officer training requirements of the NFPA 1021 Standard. Building on the skills learned in Introduction to Fire Officer I (01-11-0024) and Fire Officer I (01-11-0013), students begin to examine the transition from supervisor to manager. Topics include leadership and group influences, governmental structure, public education relating to the fire service, developing budgets, labor relations for both the career and volunteer firefighter, developing press releases, fire safety inspections, fire investigation, effective discipline, analyzing accidents and injuries, and, strategy/tactics for multiple company operations. Complex emergency response scenarios are also discussed.

    Establishing procedures for hiring, developing and promoting members, techniques for recruitment and retention.
  4. Safety (#1561) —
    The development of accident and injury prevention programs, accident investigations, development of corrective procedures and the analysis of accident and injury data.
  5. Inspections (#1562) —
    Procedures for changing regulations and ordinances, the development of public education programs, the effects of fire suppression systems on pre-fire planning.

01-11-0002 Chief Fire Officer

This training curriculum, designed by the National Fire Academy, combines four Chief Fire Officer courses into a four-week program being taught only at the Fire Academy in Montour Falls. Each of the four courses is a “stand alone” which can be taken as a module (note individual course numbers for each). The complexity of incident management, coupled with the growing need for multiagency and multifunctional involvement on incidents, has increased the need for a single standard incident management system that can be used by all emergency response disciplines. The Basic ICS course is part of the National Training Curriculum. Under Executive Order #26, March 5, 1996, NYS Governor George E. Pataki established the National Interagency Incident Management-Incident Command System as the standard command and control system during emergency operations.

    Designed as the last step in initial level training for interior structural firefighters and/or who will serve as team or group leaders under the general supervision of an officer. Builds on Basic and Intermediate Firefighter Courses and introduces new more advanced areas that will be expanded in other training programs. With the exception of those NFPA Firefighter Level II objectives pertaining to Vehicle Extrication techniques, a firefighter receives the training components equivalent to those found within NFPA Firefighter II Standard after they have successfully completed the Advanced Firefighter Training Courses.

    The Refresher Training course is a unique approach to fire training in New York State.     Based on Chief John Salka's "Get Out Alive" program, this program is designed for self-rescue and rescue of trapped firefighters. Course content will enable firefighters to recognize the types of events encountered on the fireground that contribute to firefighter disorientation and/or entrapment; to have knowledge of what is necessary to ensure their safety and that of their partners or crew members; and to perform self-rescue techniques when disoriented, separated, or needing to exit a structure in an emergency.     The firefighter as a member of a FAST operation will identify the tools and staffing requirements for a FAST operation; develop a rescue plan for a missing, lost, or trapped firefighter; demonstrate rope search techniques; and demonstrate removing a firefighter/victim up a stairwell, up or down through a hole in a floor/roof, moving a downed firefighter out of a window, and lowering a firefighter down a ladder.     This course provides participants with advanced leak and spill control techniques as well as containment procedures above and beyond what is contained in Hazardous Materials Technician course. Advanced site safety practices will be discussed, use of analytical instrumentation will be applied, and special considerations involving weapons of mass destruction will be covered.     This awareness level course will provide first responders with information that would help identify situations that may involve an illegal drug manufacturing operation.     Metro North Railroad presents this course, in partnership with the Academy. Content includes familiarization with railroad systems, equipment, and operational procedures; operation of normal access and egress devices, as well as emergency operation of the equipment; power systems including locomotives, electric powered equipment, and third rail precautions; search and rescue procedures for rail cars (this includes a practical application from a smoke filled rail car); and victim removal from rail cars using various rescue procedures.     This course was developed to help colleges train New York State Pre-K through 12 Grade teachers to effectively handle health and safety educational issues as they relate to children in their classrooms. The fifteen modules and appendices materials, found in the instructional resource guides, will provide attendees with the instructional curriculum necessary to meet current fire and life safety educator requirements as outlined in subdivision 52.21(b) of the Education Commissioners Regulations. The lessons cover specifically selected subject areas that address student safety needs, legislative and regulatory teacher requirements, pertinent approaches to fire and life safety instruction, and identify those human and material resources available.
