Albany County

Town of Coeymans: Town of Coeymans Local Waterfront Revitalization Program - Building on the recent completion of its Comprehensive Plan, the Town of Coeymans will complete the draft 1995 Local Waterfront Revitalization Program for its Hudson River waterfront. The program will address protection of priority waterfront resources, promotion of the Town's riverfront identity, and identification of water-based economic and recreational opportunities. $19,250.

Bronx County

City of New York: South Bronx Greenway - Food Center Drive Improvements - The New York City Economic Development Corporation, sponsored by the NYC Department of Small Business Services, will design and construct a reconfiguration of the 1.3 mile Food Center Drive on Hunts Point to provide a separated, landscaped bike lane as part of
the South Bronx Greenway. This greenway segment will connect with the previously funded Hunts Point Landing street
end park, currently in design, that will ultimately provide access to the East River. $3,005,000.

Broome County

City of Binghamton: Chenango River Trails Connection Project - The City of Binghamton will design an extension of
the City's existing Chenango River trail to connect the current terminus at Cheri Lindsey Park to the 3.5 mile Otsiningo
trail system. This work builds on the ongoing construction of the trail system along the eastern bank of the Chenango
River, nearly completed. $105,000.

Town of Vestal: Broome County Intermunicipal Waterfront Revitalization Project - The Town of Vestal, on behalf of 22
communities in Broome County, proposes to develop an intermunicipal waterfront revitalization strategy focused on
public access for the Chenango, Delaware, Susquehanna and Tioughnioga Rivers. The project will result in a land and
water use plan identifying public access improvements and projects, potential funding and marketing sources, and a
possible water trail route. Work will be performed through a combination of contractual services and municipal staff
from participating communities. $48,000.

Chautauqua County

Town of Ellicott: Chautauqua Lake & Watershed Management Plan Implementation, Phase 1 - On behalf of the
Chautauqua Lake Management Commission, the Town of Ellicott will oversee implementation of several
recommendations and projects identified in the intermunicipal management plan, including planning and design of
sediment removal and erosion control projects; establishment of a full-time lake management project coordinator; and
continued conduct of public education and highway department protocol improvement efforts. $400,000.

Town of Westfield: Concord Grape Belt Heritage Area Management Plan - The Town of Westfield, in partnership with
the Concord Grape Belt Heritage Association, will prepare a Heritage Area Management Plan for the Lake Erie Concord
Grape Belt Heritage Area, designated in 2006. The Heritage Area encompasses those portions of Chautauqua County
associated with grape growing and processing, and stewardship and development of the wine and juice industries. The
plan will address issues of agricultural preservation, education, recreation and economic revitalization. $75,000.

Clinton County

Village of Keeseville: Ausable Horse Nail Company Complex Planning - The Village of Keeseville, in partnership with
Adirondack Architectural Heritage (AARCH), will conduct architectural planning necessary to restore and redevelop the
Stone Mill, part of the historic Ausable Horse Nail Company complex located on the Ausable River. Work will include
inventory of existing conditions, code and environmental research, concept planning, and development of cost estimates
and an implementation plan. $14,700.

City of Plattsburgh: Waterfront Rediscovery Program Phase VI - The City of Plattsburgh will study potential mitigation
options for the negative impacts of the wastewater treatment plant situated at the mouth of the Saranac River on Lake
Champlain, adjacent to the City's proposed hotel and conference center development site. Work will focus on assessment
and cost estimation for possible odor control and noise attenuation measures, and aesthetic improvements. The City's
ongoing facility operations improvements will serve as match, in conjunction with in-kind services and cash. $110,000.

Village of Rouses Point: Implementation of Downtown & Waterfront Revitalization Priority Projects - The Village of
Rouses Point will undertake actions intended to advance its Downtown and Waterfront Revitalization Plan. Grant
funding will primarily support continuation of a Revitalization Project Manager contract position, to be matched by
Village construction of streetscape improvements along Lake Street, and ongoing technical assistance provided by the
SUNY Plattsburgh Small Business Development Center to downtown businesses. $21,000.

Town of Saranac: Town of Saranac Community Visioning and Revitalization Strategy - The Town of Saranac will
conduct community visioning and planning for the development of a revitalization strategy for the Saranac River
waterfront. The project will also plan for potential revitalization opportunities related to the new, 14,000 acre Sable
Highland Recreation Area. Finally, the Town will conduct a promotional campaign to highlight local resources,
beginning with video development and marketing of an expanded Flatwater Canoe Challenge. $61,000.

Cortland County

Village of Marathon: Village of Marathon Waterfront Redevelopment Project - The Village of Marathon will construct
downtown streetscape, connectivity and recreational improvements to complement the planned reconstruction of Route
221/Main Street. The project will include streetscaping along Peck Street to connect with the River Trail, creation of a
walkway along Brink Street linking the Village parking lot with Main Street, and installation of a playground at Lovell
Field. $515,000.

Delaware County

Village of Margaretville: EBDR Planting and Trail Installation Component - The Village of Margaretville will continue
work on a phased waterfront stabilization project on the East Branch Delaware River at Pavilion Park. Work, to be
conducted by the Delaware County Soil and Water Conservation District and other contractors, will include buffer soil
renovation; invasive species eradication; streambank, floodplain and grassland plantings; and installation of nature trail
and trail placards. $58,989.

Village of Walton: Third Brook Watershed Management Plan - Village of Walton - The Village of Walton, in
partnership with the Delaware County Soil and Water Conservation District and the Town of Walton, will develop a
watershed management plan for Third Brook, a tributary of the West Branch of the Delaware River. This basin was
impacted by extreme flooding in June 2006, and this project will complement additional, ongoing efforts to plan for flood
mitigation and a Comprehensive Plan update. $58,081.

Dutchess County

Town of Poughkeepsie:
Longview Park Interpretive Signage - The Town of Poughkeepsie will design, fabricate and
install three low-profile interpretive signs on the historical significance of the Marist College-operated Longview Park
site on the Hudson River. Proposed themes include interpretation of the voyage of Henry Hudson's Half Moon, the
Intercollegiate Rowing Association's Poughkeepsie Regatta, and the adjacent Rosenlund Estate Stone Buildings Historic
District. $18,200.

City of Poughkeepsie: Downtown Economic Revitalization Grant - The City of Poughkeepsie will develop a Downtown
Economic Enhancement Strategy that will include analysis of existing resources and retail, office and housing markets; a
marketing and business recruitment strategy; and recommendations for Main Street revitalization. The project will be
conducted through a combination of contractual services and municipal personnel. $60,000.

Village of Wappingers Falls: Village of Wappingers Falls Local Waterfront Revitalization Plan - The Village of
Wappingers Falls will conduct visioning for the development of a Local Waterfront Revitalization Strategy that will
complement the Village's Comprehensive Plan, and serve as the basis for a marketing program to promote tourism
development. Work will include an analysis of waterfront development opportunities and constraints, historic resources,
and potential public recreational access points, and will result in marketing plan development. $57,500.

Erie County

City of Buffalo: Riverwalk Revitalization Phase I - The Buffalo Niagara Riverkeeper, sponsored by the City of Buffalo,
will undertake a series of projects directed at revitalizing the Niagara River Riverwalk. Grant funding will support
Riverkeeper staff and supplies necessary to undertake development of a Riverwalk revitalization action plan; preparation
of plans, designs, environmental review and funding applications for projects at Bird Island Pier/Broderick Park, LaSalle
Park, the former toll plaza site, the Naval Yard site, and Rich Marina; development of a heritage interpretation plan; and
employment of Student Conservation Association interns to serve as guides and interpreters throughout the Riverwalk
park system. In addition, funding will support consultant services for preparation of a feasibility study for the
County-owned Black Rock Canal Park concept. $323,550.

Town of Grand Island: Fisherman's Park - The Town of Grand Island will design and construct the proposed
Fisherman's Park, located on a vacant Town-owned parcel on the Niagara River. Work will include the demolition of an
abandoned digester; installation of safety features and beautification of the sanitary sewer station; site grading, clean-up
and preparation; rehabilitation of the existing retaining wall; construction of two parking areas and a pedestrian walkway;
and installation of a fishing pavilion, picnic area, garden, bicycle racks, lighting, railings and landscaping. $267,593.

Village of Lewiston: Western New York Environmental Coalition - The Community Foundation for Greater Buffalo,
sponsored by the Village of Lewiston, proposes to create a Western New York Environmental Coalition to develop and
implement a coordinated regional agenda for natural resources in the eight-county area of western New York. Grant
funding will support a Coalition Coordinator, supplies, equipment and contractual services needed to advance the
coalition. $94,000.

Essex County

Village of Saranac Lake: Saranac Lake/Harrietstown Joint Comprehensive Planning Project - The Village of Saranac
Lake, in partnership with the Town of Harrietstown, will develop a joint comprehensive plan and land use regulations
that integrate the goals and recommendations of recent local planning initiatives, including the Village's Local Waterfront
Revitalization Program. Five core issues to be addressed are economics, housing, downtown character, environmental
quality, and recreation. $75,000.

Town of Ticonderoga: Directional Signs and Gateway Enhancements for Historic Downtown Ticonderoga - The Town
of Ticonderoga will develop signage design guidelines, and install five wayfinding signs at major Town entrances to
direct pedestrian and vehicle traffic to the historic downtown. Work will be performed through a combination of
municipal, contractual and donated services. $40,000.

Town of Westport: Boquet River Watershed Management Plan - The Boquet River Association, sponsored by the Town
of Westport, will prepare a watershed management plan for the 280 square mile watershed of the Boquet River, located
within the Adirondack Park Preserve. Grant funding will support the contractual services of the Boquet River
Association for community meetings, compilation of data and existing land and water use controls, outreach and
education, development of recommendations, and preparation of the final management plan. $50,000.

Town of Willsboro: Town of Willsboro Local Waterfront Comprehensive Planning Program - The Town of Willsboro,
in partnership with the Wildlife Conservation Society, will undertake a community planning process to develop an
APA-approvable comprehensive plan, land use regulations, and project review guidelines. Grant funding will support
contractual services, supplies and equipment necessary to advance planning. $59,430.50.

Town of Wilmington: Stormwater Drainage Treatment Systems - To implement its draft Local Waterfront Revitalization
Program, the Town of Wilmington will install two stormwater treatment systems at the entrance bridge to Whiteface
Mountain Ski Center to control runoff from parking areas flowing into the West Branch of the Au Sable River. This
work will be conducted in conjunction with the Town's proposed water district expansion for the ski center area.
$50,000.

Franklin County

Village of Malone: Town/Village Local Waterfront Revitalization Program - Phase 2 - The Village of Malone will
complete work on its ongoing Local Waterfront Revitalization Program for the Salmon River waterfront. The project
will include development of waterfront revitalization policies and local implementation techniques, as well as SEQRA
documentation, program review, and adoption. $20,000.

Hamilton County

Town of Inlet: Arrowhead Park Waterfront Revitalization - The Town of Inlet proposes to renovate and upgrade Cottage
#4, located on Fourth Lake along the Fulton Chain of Lakes in Arrowhead Park, to serve as an historical museum to
display and store the Town Historian's collection of documents and artifacts. This project is the first phase in a
multi-phase park revitalization effort. Grant funding will support architectural and engineering services, interior
demolition, reconstruction, and installation of HVAC and utilities in the renovated cottage. $106,000.

Jefferson County

Town of Clayton: Professional Land Planner for the Frink Redevelopment Project - The Town of Clayton, in
partnership with the Clayton Local Development Corporation, will contract with a professional land planner to advance
the proposed mixed-use redevelopment of the 8-acre Frink property, located on the St. Lawrence River in the Clayton
Riverwalk District. Work will include identification of appropriate uses; development of concept alternatives, a site
master plan, design standards, and marketing materials; and solicitation and selection of a site development team. This
redevelopment will advance the Town's Local Waterfront Revitalization Program and complement the previously funded
"Riverwalk" pedestrian walkway. $35,000.

City of Watertown: Phase III Black River Rediscovery Project - The City of Watertown will advance a priority project
identified in its draft Local Waterfront Revitalization Program for the Black River waterfront. Work will consist of
design and reconstruction of the "JB Wise" parking lot, including reconfiguration of parking spaces, improved
entranceways, new sidewalks, landscaping, and lighting, in order to better connect downtown with the Black River
waterfront. $505,000.

Kings County

Borough of Brooklyn:
Implementation of Brooklyn Waterfront Greenway CB 1, 2 & 6 - Phase 3 - The Office of the
Brooklyn Borough President will hire the Regional Plan Association and Brooklyn Greenway Initiative (BGI) to continue
coordinating implementation of the Brooklyn Waterfront Greenway in Brooklyn Community Boards 1, 2 and 6. Work
will include oversight of the development of construction plans and specifications for key greenway segments;
coordination with public agencies and private property owners along the greenway route; formalization of BGI as the
permanent stewardship entity for the greenway; and updating and publication of a complete greenway plan. $333,062.

City of New York: Newtown Creek Public Education Initiative - The New York City Department of Education, in
partnership with the Brooklyn Center for the Urban Environment, will expand its Newtown Creek Public Education
Initiative to work with four classes of 11th grade students at the Academy of Urban Planning on a Newtown Creek
focused curriculum. In addition, grant funding will support a public symposium on the creek, and free walking and boat
tours as part of the Center's annual programming. $50,000.

Monroe County

Town of Irondequoit: Irondequoit Waterfront Development Plan - The Town of Irondequoit will conduct waterfront
development planning for specific sites on its Lake Ontario, Genesee River and Irondequoit Bay waterfronts. Work will
include market analysis for eight economic opportunity sites; recommendations for zoning, design, regulatory changes,
economic incentives, and transportation access and mobility; examination of public access opportunities; and assessment
of Town organizational capacity. The waterfront development plan will subsequently be incorporated into an updated
Town Master Plan. $40,000.

Village of Pittsford: Greenway Waterfront Improvements Project - The Village of Pittsford will undertake a series of
Erie Canal towpath improvements intended to advance the goals of the Joint Town and Village of Pittsford Local
Waterfront Revitalization Program. The project will include installation of curbed sidewalks, crosswalks, drainage
improvements, street lighting, landscaping, water supply infrastructure, brochure racks and bicycle racks; parking lot
entrance reconfiguration; enlargement of the existing dock and installation of a covered pavilion and seating; and paving
of Schoen Place. $315,900.

City of Rochester: City of Rochester Local Waterfront Revitalization Program Update - The City of Rochester will
update its 1990 Local Waterfront Revitalization Program by extending the boundary to include the Lake Ontario
shoreline and all of the Genesee River and Erie Canal within municipal boundaries. The update will also address the
City's waterfront development policies, land uses, priority projects, and proposed implementation actions. This work will
expand an ongoing LWRP amendment process related to the Port of Rochester and the recently completed Port Master
Plan. $55,000.

City of Rochester:
Erie-Lackawanna Rails to Trails Pedestrian Bridge - The City of Rochester will complete design and
engineering work for a 1600 linear foot multi-use trail to and across the abandoned, City-owned Erie-Lackawanna
Railroad Bridge over the Genesee River, connecting with the Genesee Riverway Trail and the Plymouth-Exchange
neighborhood Brownfield Opportunity Area. The project concept includes removal of old timber bridge elements, bridge
repainting, construction of new concrete walkways and an ADA compliant ramp, and infrastructure and amenities such as
railing, lighting, benches, signage, bike racks, and landscaping. $600,000.

City of Rochester:
River Street Trail, Green Street, and Overlook Project - The City of Rochester will complete designs
for a 1200 linear foot multi-use trail as part of the Genesee Riverway Trail system. This trail segment will extend from
the existing terminus at River Street near Latta Road along a planned River Street extension to Portside Drive, and also
includes a 500 linear foot trail spur and Genesee River overlook that will provide passive recreational and fishing access.
The City will emphasize "green" design elements, including vegetated swales, native planting, porous pavement and
bio-retention treatments. $250,000.

Village of Spencerport:
Southside Waterfront Dock Construction & East Avenue Extension Preliminary Engineering -
The Village of Spencerport will implement its Southside Redevelopment Concept Plan by undertaking engineering and
installation of 300 linear feet of Erie Canal dockage and associated service connections, and by designing and
constructing an extension of East Avenue from Union Street to Lyell Avenue. These projects capitalize on the Village's
waterfront resource, improving access from the central business district and increasing use opportunities for recreational
boaters. $242,500.

Montgomery County


Town of Fonda:
NYS Canal Corporation Maintenance Facility Improvements Phase I - The Village of Fonda, on behalf
of the Mid-Montgomery County Partnership, will prepare design, engineering, and construction documents for a new
waterfront park and launch site on the Mohawk River at New York State Canal Corporation Maintenance Facility #3.
Design work will include a new access road along Park Street, parking areas, a boat launch, entertainment pavilion,
assorted park amenities, and landscaping. The project will also include relocation of a facility security fence to create
immediate accessibility, and installation of fence landscaping and screening. $70,500.

Village of Fort Plain: Old Military Road Trail - Building on the Western Montgomery County Local Waterfront
Revitalization Program, the Village of Fort Plain will develop design, engineering and construction documents for the
proposed Old Military Road Trail loop that will connect with the Erie Canalway Trail. The project will include
improvements to and extension of existing trails, the Old Military Road, and the Village road system; development of
sidewalks and bike lanes; pedestrian and bike access amenities at key trail nodes; recommendations for wayfinding; and
improvements to an historic bridge crossing. $27,500.

Village of Fultonville: Mohawk River Scenic Overlook & Waterfront Access Facility - The Village of Fultonville will
design and construct a public waterfront park on the Mohawk River spanning two adjacent Village-owned parcels
totaling 0.3 acres. The proposed park concept includes an 800 square foot scenic overlook, two shade pavilions, a
parking area, pathways, bank stabilization, a floating dock system, an information kiosk, signage, landscaping and park
amenities. $135,000.

Multi: Warren, Essex County

Town of Chester: Schroon Lake Watershed Management Plan - The Town of Chester, in partnership with the Towns of
Horicon and Schroon, the Schroon Lake Association, and the Warren and Essex County Soil and Water Conservation
Districts, will prepare a watershed management plan for 4,126 acre Schroon Lake. Work will include watershed
mapping; resident surveys; analysis of the stream corridor, stormwater runoff, invasive species, onsite wastewater
treatment systems, and road sand and salt usage; data compilation and baseline monitoring of key parameters; review of
regulatory framework; and plan preparation. $57,600.

Multi: Chemung, Ontario, Schuyler, Seneca, Yates County

City of Geneva: Seneca Lake Watershed Management Plan - The City of Geneva, on behalf of the Genesee/Finger Lakes
Regional Planning Council (GFLRPC), is sponsoring the preparation of a Seneca Lake Watershed Management Plan.
Grant funding will support phase one of the necessary watershed characterization, as well as public outreach and
educational activities associated with preparation of the watershed characterization and plan. These activities are
intended to build on the existing "Seneca Lake Watershed Study" and "State of the Seneca Lake Watershed" management
plans. $152,500.

Multi: Erie, Niagara, Wyoming, Orleans County

Town of Tonawanda: Healthy Niagara-Strategic Watershed Management Planning and Implementation - The Town of
Tonawanda, in partnership with Erie County and the Buffalo Niagara Riverkeeper, will develop a Niagara River
Watershed Atlas, Report Card, and Strategic Management Plan. The project will also include land use planning for the
Town of Tonawanda's waterfront. Grant funding will support the contractual services necessary to advance these
planning initiatives. $469,000.

Multi: Essex, Clinton County

Town of Jay: Watershed Management Planning for the Au Sable - Phase III - The Town of Jay, in partnership with the
Au Sable River Association, will continue watershed management planning for the Au Sable River, building on
previously funded watershed characterization work. Grant funding will support Phase II of the planning process,
including identification of principal pollutants and water quality impairments, evaluation of gaps in water quality
protection, implementation of a community outreach and education program, and preparation of a preliminary
subwatershed prioritization. $51,600.

Multi: Jefferson, Lewis, Oneida County

Town of Martinsburg: Black River Blueway Trail Project - The Town of Martinsburg, in cooperation with the Black
River Blueway Steering Committee, will implement several components of the intermunicipal Black River Blueway Trail
Plan. Work will include removal of navigation hazards in the 40-mile flatwater section of the river between Lyons Falls
and Carthage; preparation of a marketing tool kit for the river, including website enhancements; and concept planning
and design of two river access sites in the Town of Forestport. $55,000.

Multi: Livingston, Genesee, Monroe, Orleans, Ontario County

Town of Williamson: Genesee-Finger Lakes Regional Historic Waterfront Planning Program - The Town of
Williamson, in partnership with the Genesee/Finger Lakes Regional Planning Council, will develop a local law, best
management practices, and conduct general planning for the Town and three additional municipalities to be identified
during the project. Work will focus primarily on cultural and historic resource survey and documentation. $30,000.

Multi: Queens, Kings County

City of New York: Jamaica Bay Watershed Ecological Atlas - Building on the completed Jamaica Bay Watershed
Protection Plan, the New York City Department of Environmental Protection will develop a Jamaica Bay Watershed
Ecological Atlas. Work will include inventory and verification of all Jamaica Bay watershed habitat locations, GIS
mapping and data compilation for use in restoration project identification and tracking, and prioritization of identified
habitat restoration projects for all woodland, shrubland, grassland, dune and beach habitats in the watershed. $250,000.

Multi: Warren, Washington, Essex County

Town of Queensbury: Lake George Plan for the Future - Management Plan Implementation - The Lake George
Watershed Conference, sponsored by the Town of Queensbury, will undertake work to advance implementation of the
West Brook Stormwater Management Project through site acquisitions and BMP construction. $1,200,000.

Nassau County

Village of East Rockaway: East Rockaway Waterfront Revitalization - Phase IV Mill River Access - The Village of East
Rockaway will design and construct a canoe/kayak launch, three fishing stations, and a pathway system with pedestrian
amenities on Village-owned property on the Mill River. $234,500.

City of Glen Cove: Downtown Gateway to Glen Cove Creek Phase II - The City of Glen Cove will undertake planning
and studies necessary to advance Phase Two of their project to create gateways to the Glen Cove Creek waterfront from
the downtown and arterial roads. Work will consist of a comprehensive building inventory, identification of ownership
disposition of land, development of a marketing approach, and preparation of an implementation plan. These elements
build on the previously funded Phase One of the project. $90,500.

Town of North Hempstead: Hempstead Harbor Coastal Interpretive Signage Program III - The Town of North
Hempstead, on behalf of the Hempstead Harbor Protection Committee, will design, fabricate and install a series of four
wayside NYSCRIP interpretive signs at strategic public locations along Hempstead Harbor. This work will build on
previously funded projects that identified potential signage locations and interpretive themes. $14,000.

Town of Oyster Bay: Implementation of South Shore Bikeway Enhancement Study - The Town of Oyster Bay, in
cooperation with the Town of Hempstead and Nassau County, will design and construct the proposed "southern corridor"
concept to implement connections between the Bethpage and Jones Beach Bikeways in the South Shore Estuary Reserve.
The concept includes trail extension and widening, traffic signal improvements, and installation of signage at a variety of
identified locations. The project will also include development of a brochure and route map. $201,673.

Village of Port Washington North: Bay Walk Park Phase II Construction and Phase III Planning - Building on
previously funded work, the Village of Port Washington North will advance Phase II of its Bay Walk Park, located on
Manhasset Bay. The project will include completion of design and construction of Phase II parcels, including shoreline
infrastructure and access amenities. $505,000.

New York County

City of New York: East River Waterfront: Intertidal Habitat Restoration Pilot Project - The New York City Economic
Development Corporation, sponsored by the Department of Small Business Services, will design and construct a pilot
intertidal habitat creation as part of the ongoing East River Waterfront Esplanade and Piers Project. This habitat project
will include creation of East River bottom oyster habitat using reef balls; blue mussel habitat on the Pier 35 pilings using
bouchot tubes; and a 70 foot by 30 foot "oyster reef slab" in the Pier 35 structure that will include boulder substrate and
intertidal vegetation plantings. $900,000.

City of New York: Randall's Island Park - Bronx Shore Pathway - The New York City Economic Development
Corporation, in partnership with the Randall's Island Sports Foundation, will construct 10,072 linear feet of multi-use
trail linking the Triborough Bridge Manhattan and Bronx ramp touchdowns in the northwestern quadrant of Randall's
Island Park. The project will include construction of the trail, picnic areas, and recreational fields; reconfiguration of
vehicular access and parking areas; and installation of lighting, signage, and other amenities. $3,183,090.

City of New York: Mannahatta 1609 GIS - Under the sponsorship of the New York City Parks Department, the Wildlife
Conservation Society (WCS) will advance its "Mannahatta 1609" GIS project to document plant and animal species
formerly occurring on Manhattan Island. Building on compiled GIS datasets for topography, shoreline, and ecosystem
distribution in 1609, this project will identify pre-European species lists, research and map species distribution, and
publish and distribute the completed datasets. The WCS also intends to develop a multimedia exhibit focused on the
Mannahatta project in celebration of the 2009 Quadricentennial. $75,000.

City of New York: Sherman Creek Waterfront Master Plan - The New York City Economic Development Corporation,
sponsored by the NYC Department of Small Business Services, will develop a master plan for revitalization of the
Harlem River waterfront between Sherman Creek and West 208th Street, and the adjacent neighborhood. This project
builds on the 2003 Comprehensive Planning Study, and will result in a refined vision, an implementation strategy, and a
conceptual design that articulates improved land use, pedestrian and vehicular circulation, visual quality, and linkages
with area amenities and open spaces. $300,000.

City of New York: Tidal Wetlands GIS Mapping - Through its Office of Long-Term Planning and Sustainability, the
City of New York will develop a fine-scale GIS layer of its tidal wetlands. This work is intended to support
improvements in wetlands and underwater lands protection and management, and in regulatory, funding and other
decision making about waterfront development projects. Work will be conducted primarily by Columbia University's
Lamont-Doherty Earth Observatory, in partnership with the Departments of Environmental Protection, Planning,
Information Technology and Telecommunications, and the Wetlands Task Force. $79,800.

Niagara County

City of Lockport: Lockport Harbor and Marine Center Feasibility Study - The City of Lockport will conduct a
feasibility study for construction of the Lockport Harbor and Marine Center, a transient marina and mixed-use facility to
be located west of the Lockport Locks along the Erie Canal in the City's downtown. The study will examine conditions at
two publicly-owned sites, including environmental and archeological issues and potential contamination; program and
development options for each site will be assessed and uses recommended; and a conceptual plan and rendering of the
preferred location will be developed. $57,500.

Town of Newfane: Town Marina at Olcott Improvements - The Town of Newfane will implement its Local Waterfront
Revitalization Program by constructing improvements to the Olcott Harbor Overlook on the eastern shore of Eighteen
Mile Creek. Work will include construction of a new platform, railings, stairs, site work, and signage, and installation of
a pressure washing station at the Town Marina, located on the western shore of the Harbor, to serve the boating and
sportfishing public. $34,125.

City of Niagara Falls: LaSalle Blueway Trail - The City of Niagara Falls will undertake a series of activities related to
developing a canoe/kayak launch, and conducting urban forestry for parks on Cayuga Island, as part of development of a
LaSalle Canoe Trail for the Little Niagara and Niagara Rivers. Using contractual services from LaSalle PRIDE, Buffalo
Niagara Riverkeeper, Environment Hamilton, Ecology and Environment, Inc., and others, the City will conduct
door-to-door community outreach; environmental analyses, site design and launch construction; tree surveys, removals,
and plantings; and a variety of community events to promote the river corridor. $92,500.

City of Niagara Falls: Jayne Park Restoration Project - The City of Niagara Falls will implement its Local Waterfront
Revitalization Program and the completed Jayne Park Master Plan by improving amenities at Jayne Park, located on the
Little Niagara River. Work will include landscaping, pathway improvements, and installation of park furnishings, two
parking lots, and a canoe launch. This site, once completed, will serve as an access point on the planned canoe trail along
the Little Niagara and Niagara Rivers. $145,000.

City of North Tonawanda: North Tonawanda Local Waterfront Revitalization Program - The City of North Tonawanda
will update the 1988 Local Waterfront Revitalization Program for its nine miles of Niagara River and Erie Canal
waterfronts. This update will allow the City to accurately reflect its current demographics, land use, community vision,
and list of priority projects and actions, and will be integrated with an ongoing update of the City's Comprehensive Plan.
$47,750.

Town of Wheatfield: Wheatfield Local Waterfront Revitalization Program - As part of a strategy to address rapid
growth, the Town of Wheatfield will develop a Local Waterfront Revitalization Program for its Niagara River waterfront.
This work will complement ongoing development of a Niagara River Greenway. The LWRP will provide the Town with
a planning tool to manage waterfront residential development and erosion, as well as to foster regional linkages and
public and private investment in the community. $23,027.

Onondaga County

Town of Cicero: Brewerton Revitalization Phase II - The Town of Cicero will construct a building in the hamlet of
Brewerton's Riverfront Park, located on the Oneida River, to house public restrooms and security, and install picnic
facilities and electrical hookups along the dock wall. Work will include building design, extension of utilities, building
construction, and installation of picnic and other amenities. $137,500.

City of Syracuse: Waterfront Linkages: Lake to Creek to Community - The City of Syracuse will undertake planning,
design and construction activities that will advance efforts to enhance linkages between Onondaga Lake, Onondaga
Creek, and local neighborhoods, and improve the environmental quality of the planned Onondaga Creekwalk. Work will
include identification of six candidate project sites, feasibility analysis and site design for three sites, and construction of
one project based on the prepared designs. $500,000.

Ontario County

Town of Canadice: Honeoye Lake Restoration Implementation Project - The Town of Canadice, in partnership with the
Honeoye Lake Watershed Task Force, Ontario County Soil and Water Conservation District, and Ontario County
Planning Department, will implement recommendations of the Honeoye Lake Watershed Management Plan. The project
will survey and prioritize streambank erosion sites, develop recommended Best Management Practices (BMP) and BMP
designs; and review municipal land use regulations related to erosion control, determine needed updates for Task Force
municipalities, and prepare the necessary revised local laws. $50,000.

Orange County

City of Newburgh: Newburgh Water Quality Improvements - The City of Newburgh will conduct planning and
engineering needed for the modification and relocation of the existing combined storm and sanitary main, intended to
reduce pollution and enable redevelopment of a 30-acre urban renewal site on the Hudson River waterfront. Work will
include a Hudson River Impact Assessment that results in a computer model of existing flows, volumes, and impact
mitigation alternatives; and preparation of a Sewer Interceptor Planning Study that investigates site and subsurface
conditions, reviews and compares modeling results, and recommends an alternative to develop into a base design report.
$500,000.

Oswego County

City of Oswego: Captain's Quarters Conference Center Pedestrian and Parking Enhancements - The City of Oswego
will construct a public parking lot and pedestrian corridor on East First Street adjacent to an existing hotel and the site of
the proposed Best Western Captain's Quarters Conference Center. The developer of these facilities will donate the land
for the parking lot and pedestrian corridor as part of this project. $214,956.

Rensselaer County

City of Rensselaer: Design for Rensselaer Waterfront Public Access Improvements - The City of Rensselaer will
develop design, engineering and construction documents for an 11,000 liner foot public access trail along the Hudson
River between Dunn Memorial Bridge and Livingston Avenue Rail Bridge, and a bulkhead, pier and wharf at the site of
the planned Marx Properties mixed-use development. These amenities will be linked to the existing street network and
the train station, and provide connectivity with the Capital District trails network. $642,500.

Richmond County

City of New York: Fresh Kills Park Project: Implementation and Stewardship Strategy - The New York City
Department of Parks and Recreation (DPR) will continue early action programming, and develop and conduct an
education and outreach program for the ongoing Fresh Kills Landfill redevelopment project. Grant funding will be used
to hire additional DPR staff and to support bus tours of the site, printing and mailing of outreach materials, development
of portable informational displays, and other education and outreach supplies. $200,000.

Rockland County

Village of Piermont: Piermont Pier Improvements to Celebrate the Quadricentennial - In order to provide improved
facilities as part of the Hudson-Fulton-Champlain Quadricentennial, the Village of Piermont will construct improvements
at Piermont Pier on the Hudson River. The Village will repave Ferry Road, transform an abandoned storage building into
a welcome center with a new roof, siding, exterior decking, seating, and landscaping, and install two ADA-compliant
portable toilets. $95,000.

Saratoga County

Town of Halfmoon: Hudson River Waterfront Park - The Town of Halfmoon will complete design for a new park on a
2.5-acre, Town-owned parcel with 270 linear feet of Hudson River waterfront. The proposed park concept includes
passive recreational space with picnic tables, grills, and restrooms; a pavilion for gatherings; an ADA-accessible car-top
boat launch and small watercraft docking facilities; and a parking area. Grant funding will cover design and engineering
and the preparation of bid documents. $55,000.

Town of Saratoga: Old Saratoga on the Hudson Waterfront Revitalization Plan Implementation - The Town of Saratoga
will advance three components of the intermunicipal "Old Saratoga on the Hudson" revitalization plan for the Hudson
River/Champlain Canal waterfront. Work will include development of a downtown revitalization program for the Village
of Schuylerville, design of 4,675 linear feet of multi-use trail along the Hudson River/Champlain Canal to connect
waterfront access points and other trail systems, and construction of a segment of the proposed Riverwalk on Canal Lock
C5 Island. $272,037.

Seneca County

Town of Waterloo: Cayuga-Seneca Trail Construction - The Town of Waterloo, in partnership with Seneca County, the
Town of Fayette, and the Cayuga-Seneca Canal Trail Association, will complete design for Sections 1 and 2 of the
Cayuga-Seneca Trail, linking Seneca Lake State Park to the Village of Waterloo. The 5,000 linear foot Section 1 extends
from the State Park to Marshall Road, crossing the 4-lane State Route 96A and the Seneca-Cayuga Canal. The 18,000
linear foot Section 2 will connect Marshall Road with the Village of Waterloo along the former Lehigh Valley rail line on
the south side of the Seneca-Cayuga Canal. $50,000.

St. Lawrence County

Town of Clifton: Oswegatchie River & Cranberry Lake Access Points & Interpretive Information - The Town of Clifton,
in partnership with the Town of Fine, will implement its intermunicipal waterfront revitalization vision by advancing
priority projects. Work will include design and construction of traffic and parking improvements at the community
center; development of design and construction drawings for improvements to the Oswegatchie River/Tooley Pond Road
boat launch and several Little River access points; and development and installation of signage and markers, and design,
publication and distribution of print and online marketing materials for the 50-mile Cranberry Lake trail. The Town also
proposes to develop and install two interpretive signs under this grant. $164,469.

City of Ogdensburg: Ogdensburg LWRP Revision - The City of Ogdensburg will update its Local Waterfront
Revitalization Program for the St. Lawrence River waterfront, originally approved in 1987. Work will include
development of a Harbor Management Plan, integration of the City's Waterfront Redevelopment Plan into the LWRP, and
inventory and assessment of waterfront brownfield sites proposed for redevelopment. $35,000.

Village of Potsdam: Raquette River Corridor Strategies - The Village of Potsdam will conduct visioning and planning to
develop a Local Waterfront Revitalization Program for its Raquette River waterfront, and will also undertake a Central
Business District Development Study and construct improvements to the existing Log Driver's Trail between Potsdam
and Norwood. The Village will also design and publish a trail/paddling guide and map. $80,699.60.

Steuben County

City of Corning: Southeast Steuben River Council and Vision Project - The City of Corning, in partnership with the
Town of Corning and the Villages of Painted Post and Riverside, will conduct visioning for Chemung River revitalization
for the Southeast Steuben County area, to expand on ongoing activities of the Chemung River Council in neighboring
Chemung County. The project will result in a "River Vision" report that builds on the previously funded work. $26,430.

Suffolk County

Town of Brookhaven: Tuthills Creek Watershed Management Plan - The Town of Brookhaven, in partnership with the
Village of Patchogue, will develop a watershed management plan for Tuthill's Creek, which discharges into Patchogue
Bay in the South Shore Estuary Reserve. Work will include watershed characterization, including development of a
stormwater infrastructure database, and development of recommendations for preventative and corrective measures.
Project work will be performed through a combination of contractual services and municipal staff. $75,000.

Village of Patchogue: Patchogue NYSCRIP 2007 Project - The Village of Patchogue, in cooperation with Fire Island
National Seashore and the Town of Brookhaven, will design, construct and install 12 wayside signs within the Patchogue
River Maritime Center, a South Shore Estuary Reserve Bayway Destination. The project will include identification of
interpretive themes, development of artwork, signage design, fabrication, placement, and site beautification. $75,175.

Town of Southold: Hashamomuck Pond Watershed Management Plan Implementation - The Town of Southold will
implement the Hashamomuck Pond Watershed Management Plan by undertaking identified high priority Best
Management Practices (BMPs). The project will include installation of grass channels, bioretention systems, dry swales,
sediment forebays, oil separators, low flow outlets and site restoration at identified BMP sites. Work will be conducted
by a combination of municipal staff and contractual services. $341,000.

Town of Southold: The Bittner Preserve Improvement Project - The Town of Southold, in partnership with Suffolk
County, will acquire and construct improvements on the 58-acre Bittner Preserve parcel, located on Long Island Sound
between Goldsmith Inlet and Peconic Dunes County Park. The project will provide new public access to 1,400 linear feet
of waterfront, and protect mature woodland, secondary dune, shrubland, and freshwater pond and wetland habitats. Work
will include removal of existing structures, contamination mitigation, dune vegetation plantings, and construction of a
parking area and nature trail. $195,000.

Town of Southold: Town of Southold LWRP Hamlet Study - The Town of Southold requests funding to support
completed and ongoing planning for a Comprehensive Hamlet Revitalization Program for the Town's nine hamlets. To
date, hamlet stakeholder groups have been formed, presented hamlet stakeholder reports to the Town, and identified
priority projects. Grant funding will also support completion of the program, and implementation of several short-term
priority projects. These include planning for traffic calming, gateway signage, and affordable housing; lighting and
pedestrian movement analyses; development and implementation of site-plan design standards; and an hamlet centers
economic study. $335,250.

Town of Southold: Stormwater Management in the Town of Southold Phase II - The Town of Southold will complete
Phase 2 of GIS database development geared toward improving stormwater management in creeks. Work, which will be
conducted through a contract with Cornell Cooperative Extension of Suffolk County, will include digital inventory of
stormwater structures for all areas not previously covered; training for municipal staff in database use; and stormwater
mitigation project implementation based on full database roll-out. $80,000.

Tompkins County

City of Ithaca: Cayuga Waterfront Trail Phase 3 Construction - The City of Ithaca will renovate the trail bridge over
Cascadilla Creek and construct a 1,115 linear foot section of Phase 3 of its Cayuga Waterfront Trail, in the city-owned
right-of-way along Willow Avenue. This trail segment will include vegetated swales intended to collect and filter
stormwater and provide green space. In addition, the intersection of Willow Avenue and Pier Road will be reconfigured
to slow traffic and increase pedestrian safety. $88,340.

Ulster County

City of Kingston: Kingston Waterfront Engineering and Design Projects - The City of Kingston will undertake a series
of waterfront revitalization planning, design and reconstruction projects for its Hudson River and Rondout Creek
waterfronts. Elements will include harbor management planning; developing recommendations to mitigate flooding,
manage stormwater runoff, and control erosion at critical locations; evaluating potential extension of water and sewer
services to the Rondout II Lighthouse; designing a multi-level parking structure and East Strand streetscape
improvements; reconstructing the East Strand trolley track and sidewalks; and purchasing and installing machinery and
equipment to improve the sewer treatment plant. $500,000.

Warren County

Town of Bolton: Rogers Park Master Plan and Town Pier Improvements - The Town of Bolton will prepare a master
plan for the 4-acre Rogers Memorial Park, located on Lake George, that will integrate stormwater management and
aesthetic and recreational improvements such as a new playground area, restoration of basketball courts, ADA
accessibility of beach areas, an events amphitheater, and new walkways, lighting, interpretive elements, and landscaping.
In addition, the Town will prepare design and construction documents for Town pier improvements that will allow larger
vessels to dock safely. $27,850.

Town of Hague: Town Dock and Downtown Parking Improvements - The Town of Hague will implement
recommendations of its Downtown Enhancement Plan by designing and constructing improvements for two downtown
parking areas located along Hague Brook, and amenities such as lighting, benches, landscaping and signage to enhance
the Town dock on Lake George. These projects are intended to increase the aesthetic appeal and functionality of key
community gateways. $128,725.

Town of Johnsburg: First Wilderness - Making the Connections - The Town of Johnsburg will advance several projects
of the First Wilderness Heritage Corridor Plan. Grant funding will support planning, design and construction of
improvements to the North Creek Train Station complex; planning for extension of the First Wilderness Corridor to
Tahawus; planning, design and construction of connections between Hadley and Lake Luzerne, including streetscaping
and construction of a train station and parking facilities; and hiring new corridor coordination staff for the Warren
County Planning Department to assist with marketing and outreach. $505,000.

Town of Lake Luzerne: Downtown Revitalization and Riverside Trail Project - Building on its draft Comprehensive
Plan and Waterfront Revitalization Strategy, the Town of Lake Luzerne will advance several identified implementation
projects. Work will include completion of design and construction documents for a Hudson River trail connecting the
Town Hall park with the bridge to Hadley; feasibility study to examine financial and physical aspects of alternative
wastewater treatments; and preparation of hamlet design guidelines. $26,100.

Town of Warrensburg: Warrensburg LWRP, Comprehensive Plan and Zoning Update - The Town of Warrensburg, in
partnership with the Warren County Planning and Community Development Department, will undertake preparation of a
Local Waterfront Revitalization Program, a Comprehensive Plan, and a zoning update, to address economic development,
residential growth and housing needs, recreation, infrastructure, transportation, environmental resources, community
services, aesthetics, and the reuse of brownfield sites. The project will result in the preparation of two separate plans,
and adoption of zoning amendments. $60,000.

Washington County

Town of Fort Ann: Village of Fort Ann Streetscape Master Plan - The Town of Fort Ann, in partnership with the
Village of Fort Ann, will engineer and construct streetscape improvements for 300 linear feet along Anne Street (Route
4) and George Street (Route 149) near their intersection in the Village center. Improvements will include installation of
signage, landscaping, and lighting, and updated sidewalks, crosswalks, and parking improvements. This work will
advance the goals of the growth management strategy in the Town's draft Local Waterfront Revitalization Program for its
Erie Canal waterfront. $125,000.

Wayne County

Village of Newark: The Village of Newark Local Waterfront Revitalization Program - The Village of Newark will
develop a Local Waterfront Revitalization Program for its Erie Canal waterfront, based on work conducted to complete
the Village's Downtown Vision Plan. The program will address issues including abandoned and underutilized canalfront
properties, limited canal access, and economic revitalization of the Village business district. $50,000.

Westchester County

Village of Ossining: Westchester RiverWalk at Crawbuckie Nature Area - The Village of Ossining will design and construct a 3,700 linear foot trail at Crawbuckie Nature Area as part of the Westchester County RiverWalk along the Hudson River. The proposed trail will link with RiverWalk trails at Mariandale in the north, and with the Village's waterfront in the south. The project will include design, trail construction, installation of benches, signage and kiosks, and construction of a pedestrian bridge over a river tributary.
$175,000.

Town of Pelham: The Boathouse at Glen Island - The Town of Pelham, in partnership with the Pelham Community Rowing Association (PCRA), will construct a 4,000 square foot boathouse and dock, to be located in Westchester County's Glen Island Park in New Rochelle. This project will build on previously funded construction of the boathouse foundation and pilings. Upon completion of these facilities, the PCRA will operate the facility under a long-term lease agreement with the County.
$150,000.

Village of Port Chester: Village of Port Chester Local Waterfront Revitalization Program Update - The Village of Port Chester will update its 1992 Local Waterfront Revitalization Program for the Byram River and Long Island Sound waterfronts, to address waterfront development pressure and increased community focus on downtown revitalization. Work will be conducted by a consultant team on behalf of the Village and its Waterfront Advisory Committee.
$32,500.

Village of Tarrytown: Hudson River Waterfront Parks Redevelopment Project - The Village of Tarrytown will advance Hudson River waterfront park development adjacent to the Hudson Harbor/Ferry Landings development. The project includes shoreline stabilization, promenade construction, installation of a kayak launch and footbridge, landscaping and amenities at Scenic Hudson RiverWalk Park, and installation of recreational amenities, a retention pond, picnic facilities and refurbishment of the fishing pier at Pierson Park. $2,370,000.
